Ucapan selamat datang disampaikan Danrem 072/Pamungkas kepada Danpusterad beserta Tim Pusterad di Kodim 0731/Kulon Progo.
“Korem 072/Pamungkas merupakan satuan dibawah Kodam IV/Diponegoro, mempunyai wilayah teritorial di dua Provinsi yaitu Provinsi DIY dan Provinsi Jawa Tengah. Salah satu tugasnya adalah menjalankan Pembinaan Teritorial dalam rangka menyiapkan pertahanan di darat dan menjaga keamanan wilayah, guna terwujudnya sistem pertahanan yang bersifat semesta,” disampaikan Danrem 072/Pamungkas.
Danrem juga mengatakan kepada seluruh peserta sosialisasi, agar tetap memperhatikan materi yang diberikan dengan sungguh-sungguh, catat hal-hal yang penting dan menanyakan apabila ada yang kurang jelas kepada pemberi materi, sehingga ilmu yang diperoleh dapat berguna dan diaplikasikan di lapangan.
Danpusterad menjelaskan, Pusterad adalah badan pelaksana pusat di Tingkat Mabesad, berkedudukan langsung dibawah Kasad, memiliki tugas pokok menyelenggarakan pembinaan fungsi teknis teritorial serta membantu penyelengaraan OMP dan OMSP dalam rangka mendukung tugas pokok TNI AD.
Dalam melaksanakan tugas pokoknya, Pusterad menyelenggarakan kegiatan melalui Pembinaan Sistem dan Metode, Pembinaan Teritorial, Pembinaan Pendidikan dan Latihan, Penelitian dan Pengembangan serta Pusat Informasi Pembinaan Teritorial sesuai perkembangan lingkungan strategis
Kemampuan Binter harus dimiliki seluruh Satkowil maupun Prajurit TNI AD, salah satunya adalah Lima Kemampuan Teritorial. Untuk tingkat Kodim disebut Sisrendal Binter, sedangkan untuk Koramil disebut Ketatalaksanaan Binter. Produk Sisrendal Binter disusun untuk menjamin arah binter secara konsisten dan berlanjut menuju tercapainya serta diperolehnya pola pikir konsepsional oleh Satkowil (Kodim/Korem) dalam merencanakan program Binter secara terpadu dan digunakan sebagai acuan yang dapat disarankan kepada Pemda.
Produk Sisrendal Binter terdiri dari Produk Dasar (lima tahunan) yaitu Jukter, Anpotwil, Anpothan, Renbinter. Produk Operasional (tahunan) yaitu Telaahan Binter dan Program Binter. Sedangkan Ketatalaksanaan Binter sebagai pedoman dalam penyusunan rencana kegiatan Binter.
Pada sesi berikutnya Danpusterad memberikan waktu kepada anggota untuk menyampaikan usul saran dan mengecek kemampuan anggota dalam mengucapkan Santiaji terkait Pembinaan Teritorial.(asw,parang)
